I think you should think very carefully about going into another PhD this year. A PhD is a big and stressful deal no matter where you are going to do it, and changing country yet again is unlikely to solve your problems.

When writing the references I have to state what caused you to stop this PhD early, and anyone who reads that will ask themselves why it should be different in another country.

This leads to my second point: you should maybe get someone else to write those recommendations for you. I cannot pretend that you did exceedingly well here - because if you had done really well, then you would have stayed and finished.
